| Massachusetts has approximately 50,000 units of state public housing, which provide critical housing for very low-income seniors, people with disabilities, and families. However, long-term underfunding of the public housing and related programs (operating funds, capital funds, and support services), administrative complexities, and current economic conditions pose enormous challenges.
Despite these obstacles, innovative strategies are being employed to ensure continued viability of this housing stock. Speakers will discuss: new strategies for addressing capital improvements; “federalization” of state public housing; experience with leveraging private resources with government investments; collaboration among smaller authorities; ways to increase economic self-sufficiency among residents; legislative proposals for the upcoming session; and an update on federal issues. |

Green Building 101 for Contractors
The Green Building 101 Workshop is a full-day workshop providing a general introduction to green building concepts, techniques and materials, including the impact of various building certification systems on building contractor businesses, and the implications of various credentials for their employees.
The goal of the workshop is to provide participants with the background necessary to make informed decisions about next steps for their business model and/or for training and credentialing.

The Pioneer Valley Planning Commission will sponsor a Citizen Planner Training Collaborative (CPTC) workshop on how to plan locally for affordable housing Thursday, November 4, 3:00 p.m. to 5:00 p.m. at PVPC’s offices, 60 Congress Street in Springfield.
Many communities struggle with the issue of affordable housing. This session will highlight various zoning initiatives and planning mechanisms designed to increase the local supply of affordable housing. Topics will include how to create a housing plan, implementation strategies, and innovative zoning tools designed to increase housing affordability for area residents. This workshop has been submitted for AICP credit (credit pending AICP confirmation).
The session is designed for planning, zoning, building, and conservation officials; municipal staff members who serve boards and planning departments; professional planners and others who consult with municipal boards; and citizens interested in land use and development issues in their communities.
The workshop is $30 and includes valuable handout materials. Payment is due with registration. Town checks may be sent by separate mail and arrive after the deadline.

Planners, developers, elected officials and other interested parties are encouraged to join the discussion in downtown Greenfield on the morning of Friday, November 5th for a free workshop exploring several mixed use development projects in the FRCOG and PVPC regions.
The developers of several recently completed / proposed mixed use examples located in Greenfield, Easthampton and Amherst will share their perspectives on the benefits, challenges and successful strategies associated with their respective projects. The workshop will be similar in format to the one held last May in Worcester, but will examine the topic in relation to the FRCOG and PVPC regions. In addition, this workshop will conclude with an optional site visit / tour of the featured projects in Greenfield.

The aftermath of the foreclosure crisis has left many communities struggling with large swaths of empty homes. The event, co-sponsored by the Federal Reserve Board of Governors and the Federal Reserve Banks of Boston and Cleveland, will help communities and practitioners better understand current barriers, promising practices, and regional differences related to neighborhood stabilization and the disposition of real estate owned (REO) property.
In conjunction with the event, the Federal Reserve will publish a new volume of papers that explores such regional differences and presents perspectives from the various participants involved in REO disposition–sellers, buyers, nonprofits, and municipalities. Finally, the summit will release key findings from a Federal Reserve research project on local uses of Neighborhood Stabilization Program funds.
After the event, PDF, text, and audio podcast versions of the panelists’ presentations will be available for download.
