This advanced seminar will examine unique foreclosure redevelopment issues that differ from other kinds of housing and real estate development.  Community developers have been pursuing diverse approaches to foreclosed properties in recent years.  This three part workshop will share their experiences, with presentations by CDC staff and other experts in the field.  All participants are encouraged to bring their own experiences and questions, so we all can improve our work to alleviate the foreclosure problems facing our communities.

This seminar is designed for nonprofits, municipal officials and others who want to improve their tools and techniques for improving the redevelopment of foreclosed housing.  Participants should have experience in real estate development and be actively involved in foreclosed property redevelopment.

Specific curriculum areas of focus include:

  • How redeveloping foreclosed housing fits within larger community improvement plans
  • Multiple strategies for acquiring foreclosed properties, and which sellers are most active in Massachusetts
  • Diverse approaches to renovating foreclosures
  • Issues in redeveloping occupied foreclosures, such as regulatory concerns and property management needs
  • Discussion of public policies and programs that can promote successful
    restoration of foreclosed property and ways to improve them

An Update on the Massachusetts Foreclosure Crisis

Despite numerous local, state, and federal responses, the foreclosure crisis continues to grip our state and is expected to last for several more years.  Since 2008, approximately 34,000 homeowners have lost their homes to foreclosure and nearly 36,000 households were at least 90 days delinquent in their mortgage payments as of November 2010.  And now, a second wave of foreclosures is impacting suburban and rural communities and homeowners with stable, fixed-rate mortgages who are facing unemployment.

This forum will focus on what’s worked, what hasn’t, and what we can expect to occur over the next year.  Speakers will address the areas of foreclosure counseling and prevention; neighborhood planning and stabilization; acquisition of foreclosed properties; preventing displacement of tenants; legal issues, such as the recent Ibanez decision; code enforcement; the Making Home Affordable Program and the new Emergency Homeowner Loan Program; upcoming legislative and policy initiatives; and what trends we can expect in the near future.

9:00am-10:30am:       Community Organizing Workshop

Leaders from City Life/Vida Urbana of Boston will lead a workshop on developing an effective anti-foreclosure community organizing program.  The workshop will address how to start a successful community organizing campaign, key community organizing tactics to fighting foreclosures, and strategies for sustaining and expanding anti-foreclosure movements.  In particular, City Life/Vida Urbana will discuss City’s Life’s “sword and shield” method to addressing the foreclosure crisis, whereby City Life both takes affirmative steps to keep Boston tenants and homeowners in their homes and uses legal tactics to fight post-foreclosure evictions.

10:45am-12:15pm:    Developing a Successful Foreclosure Canvassing Program

Student leaders from Project No One Leaves, Boston’s foreclosure canvassing program, will provide a workshop on how to launch a successful foreclosure canvassing program.  Foreclosure canvassing programs enable tenants and former homeowners living in foreclosed properties to receive information about their rights before the banks encourage them to leave or file eviction cases in court.  The workshop will address how to recruit and train canvassers, what information to provide to tenants and to former homeowners, and how to set up a user-friendly canvassing mapping and data management system.  The workshop will be followed by a short panel featuring leaders from canvassing programs in multiple cities.

1:45pm-3:15pm:        Panel on Using Legal Tactics to Fight Post-Foreclosure Evictions and to                                               Support Community Organizing Efforts

Panelists from several direct legal services organizations will discuss successful legal strategies for fighting post-foreclosure evictions of both tenants and former homeowners.  In particular, panelists will address how to use legal tactics to support anti-foreclosure organizing programs.  The goal of the panel will be to encourage conference participants to identify tools in the law in their own state that might be useful in preventing post-foreclosure evictions and foreclosure-related displacement.

3:30pm-5:00pm:        Enabling Former Homeowners to Buy Back Their Homes: Community Banks Workshop

Boston Community Capital (BCC) will lead a workshop on how community banks can enable former homeowners to re-purchase their homes.  BCC will present its innovative home ownership preservation program in which it negotiates with banks post-foreclosure to buy back homes at their present market value as opposed to the inflated value reflected in the original mortgage, and then re-sells the homes back to their former owners at the lower rate.  BCC leaders will explain how to find initial funding for this kind of program, how to screen homeowners for potential eligibility, and how to successfully negotiate purchases with the banks.

Conference participants will have the opportunity to canvass foreclosed properties throughout Boston to inform tenants and former homeowners of their rights.  This program may be especially valuable for organizations working to establish a successful foreclosure outreach program in their home community.

Professors from Harvard Law School will provide an overview on the current state of foreclosure policy nationwide.

6:00pm-9:00pm:        City Life/Vida Urbana Meeting

Conference participants will have the opportunity to attend a City Life/Vida Urbana community organizing meeting.  Participants will learn community organizing strategies, meet community leaders, and observe City Life’s “sword and shield” model for addressing the foreclosure crisis.
