Successful Revitalization Strategies in the Smaller Cities

In 2006, CHAPA and MACDC produced a major report and sponsored a conference on revitalization strategies for our state’s smaller cities.  Since that time, unpredictable changes have taken place, including the economic recession and the foreclosure crisis.

Against this backdrop, the Patrick/Murray Administration has implemented a number of important initiatives, including the Gateway Plus Action Grant and the Growth Districts Initiative, which have helped to spur housing and economic development activity.  A number of leading civic groups, such as MassINC and the Pioneer Institute, continue to prioritize the revitalization of gateway cities in their research and policy work. And state legislation has been proposed to provide various incentives, such as an expansion of the historic tax credit, to revitalize these cities.

What is the current state of the smaller cities in Massachusetts? What successful strategies have emerged to promote neighborhood planning, development, and revitalization?  How can community-based organizations partner with local government and the private sector to implement positive change?  What new tools and resources are needed?

Cost:  $15.00 for CHAPA and MACDC members; $25.00 for non-members (includes continental breakfast).  Space is limited and you must register by Thursday, May 27.  No refunds will be provided to those who register but do not attend the forum.

The Mel King Institute for Community Building is sponsoring the Nonprofit Housing Management Specialist (NHMS) course. This is the second module in a six-course series that will award successful participants with the Certified Housing Asset Manager (CHAM®) Designation from the Consortium for Housing and Asset Management.

The NHMS course is an intensive, five-day survey course that helps participants transition from the “How to” to the “How well are we doing at what we are doing?” of real estate management. It introduces the functions, requirements and systems of good asset management.

The five-day training will include:

  • Interactive lectures, in-class exercises, case-studies, outside-class homework assignments and student group presentations
  • Identifying key property audit elements and calculation of  fundamental property financial concepts including NOI, DSCR, cash flow, ratios, reserve balances
  • Learning how to summarize an affordable housing deal; studying  typical debt structures, trending assumptions, pro-forma operating budgets  and creating a “deal book”
  • Practicing comparing pro-forma budgets to actuals; identifying why a property is failing and offering solutions; valuing properties in different ways
  • Investigating asset management reporting strategies, risk management plans, capital needs assessments and capital project monitoring, real estate tax abatements, and appeals

This training session will be led by Jack Geary and Judy Weber, both of whom have over 25 years experience in asset/property management and real estate finance.

On July 1, 2009, Governor Patrick signed into law “An Act to Improve the Laws Relating to Campaign Finance, Ethics and Lobbying.” The law took effect on January 1st and now many nonprofit advocates are registered as lobbyists with the Secretary of State.

Yet many advocates are asking questions:

  • What type of activities constitute lobbying activities?
  • How do I report my lobbying activities?
  • What is the deadline for filing disclosure reports?

Do you share these concerns, or have your own question to add?

Please join as to discuss how to report lobbying activities to the Secretary of State with:

The panel will give a quick briefing about what constitutes a lobbying activity in terms of reporting and how we can report these activities and then will open the floor to nonprofit organizations and community advocates so that they may ask questions, express their concerns, and participate in this dialogue.

MA Housing Institute: 2-Day Affordable Housing Training for Local Officials

Community development and housing professionals from around the state will be the featured speakers at the fourth annual Massachusetts Housing Institute for local officials.

Sponsored by the Massachusetts Housing Partnership (MHP), Citizen’s Housing and Planning Association (CHAPA), the state Department of Housing and Community Development (DHCD), and the Massachusetts Chapter of the American Planning Association (MA APA), the event will take place on Wednesday and Thursday, June 9-10, at the Marriott Spring Hill Suites and Conference Center at Devens.  Click here for a schedule of the two-day program and a list of scheduled presenters.

The two-day intensive workshop is designed for local officials, planners, housing committees, community preservation committees, housing trusts, and others who are working to provide housing options for their community.  Planners can expect to receive 10-12 American Institute Certified Palnners (AICP) Certification Maintenance credits for sessions offered at the Housing Institute.

Topics that will be covered during the workshop include housing finance, building local support, working with distressed properties, and local success stories.
